The import and export transportation between Pakistan and China can be divided into sea, air and land. The most important mode of transportation is sea freight. At present, there are three ports in Pakistan: Karachi Port, Qasim Port and Gwadar Port. The Port of Karachi is located in the southwestern part of the Indus River Delta on the southern coast of Pakistan, on the northern side of the Arabian Sea. It is the largest port in Pakistan and has roads and railways leading to major cities and industrial and agricultural areas in the country.
In terms of air transport, there are 7 cities in Pakistan that have customs, but the most common ones are KHI (Karachi Jinnah International Airport) and ISB (Islamabad Benazir Bhutto International Airport), and other important cities do not have international airports.
In terms of land transportation, in recent years, some container shipping companies have started inland services in Pakistan, such as the inland port of Lahore, the inland port of Faisalabad, and the port of Suster at the border between Xinjiang and Pakistan. . Due to the weather and terrain, this route is generally opened from April to October every year.
Pakistan implements electronic customs clearance. The name of the customs clearance system is WEBOC (Web Based One Customs) system, which means a one-stop customs clearance system based on online web pages. The integrated network system of customs officers, value assessors, freight forwarders/carriers and other relevant customs officials, port personnel, etc., aims to improve the efficiency of customs clearance in Pakistan and strengthen the monitoring of the process by the customs.
Import: After the importer submits the EIF, if the bank does not approve it, it will automatically become invalid after 15 days. The expiry date of the EIF is calculated from the date of the related document (eg letter of credit). Under the prepayment method, the validity period of EIF shall not exceed 4 months; the validity period of cash on delivery shall not exceed 6 months. Payment cannot be made after the due date; if payment is required after the due date, it needs to be submitted to the Central Bank of Pakistan for approval. If the EIF approval bank is inconsistent with the import payment bank, the importer can apply to transfer the EIF record from the system of the approval bank to the import payment bank.
Export: EFE (Electronic FormE) electronic export declaration system, if the exporter submits the EFE, if the bank does not approve it, it will automatically become invalid after 15 days; if the exporter fails to ship within 45 days after the EFE approval, the EFE will automatically become invalid. If the EFE approval bank is inconsistent with the receiving bank, the exporter can apply to transfer the EFE record from the system of the approving bank to the receiving bank. According to the regulations of the Central Bank of Pakistan, the exporter must ensure that the payment is received within 6 months after the goods are shipped, otherwise they will face penalties from the Central Bank of Pakistan.
During the customs declaration process, the importer will involve two important documents:
One is IGM (Import General List);
The second is GD (Goods Declaration), which refers to the goods declaration information submitted by Trader or Clearance Agent in the WEBOC system, including the HS code, place of origin, item description, quantity, value and other information of the goods.
